[Imports] City of Portsmouth, Virginia Building/Address Import

Hi Pierre - that’s pretty awesome! 

I verified the data came like that from the source, which is kind of a bummer. I ran some processes on the layer to straighten the angles out, and it appears to have helped, 

The full and sample OSM files on GitHub have been updated.
