[Imports] Import of Charging stations for eBikes in France and Italy

as you may have noticed in the import guides, you will have to consult
the local communities concerned.
if language is an issue, i would be happy to forward it to talk-fr.

it would also be nice to start writing the documentation wiki page.

as far as tags are concerned, those concerning the postal address
are not necessary/undesirable on the charging stations.
it's not the addr of the station, but the nearby addr.
the same goes for the name. if you are a manufacturer of charging
stations, there is also the tag manufacter and model

for the phone number and website,
since they are not those specific to one station, it would be desirable
to know if they are those of the operator? of a network? a brand ?

it will also be necessary to explain how you will proceed to avoid
creating a duplicate if one of your terminals already exists in osm.
