Data in OSM is not allowed to have such requirements, it may be freely edited (for example
because pharmacy relocated or changed name or...).
OSM data is allowed to be used for various purposes, including ones that involve modification of
data.

"this data is ODBL licensed" from copyright holder should be sufficient.
Or (I am not a lawyer!) maybe it would be sufficient to get confirmation from copyright holder
of the data that 17.3 applies only to the initial import, and later data may be used freely
