[Imports] Import of open data from Malaga City Council

Malaga City Council has agreed to incorporate their data into
OpenStreetMap under the terms of the ODbL. I applied for the permission
myself and it appears in the authorization document. The City Council is
a OSM contributor since 2018. The manager of the CEMI (Municipal
Computer Center) even published a tweet celebrating that the City
Council's data was going to be incorporated into OpenStreetMap. [1]
The JOSM plug-in "utilsplugin2" will be used to replace geometries where
necessary. The pre-existing geometries are quite correct in Málaga, so
they will be respected in most cases. With this import we mainly expect
to complete the pre-existing information, adding additional tags more
than new geometries.
QGIS is being used for the more arduous tasks of data translation. The
data sets to be imported are small, however. The opening hours tags will
be entered manually one by one if needed. There is no rush. The
important thing is that the result is good.
I have not yet imported any data related to "covered=yes/no". If any
data set includes this information in the future, we will of course find
a way to include it in OSM.
Each user who wishes to participate in the import must create a
dedicated account exclusively for this purpose. In the profile
information they should include at least a link to the import
documentation page in the wiki. So far, only data has been imported with
an account. [2] I could include a link to each of the dedicated accounts
created in the future (if any) on the wiki page if it's necessary.
