[Imports] Formal announcement of the import from LINZ

Hello,

As mentioned in a recent email, it seems that the import of topographic data from Land Infomation New Zealand (LINZ) was never formally announced on this mailing list.
There have been various discussions about the import on this mailing list, but as a whole, there was no formal announcement.

The import began around 2010, and covers New Zealand, its outer islands, Niuē, Tokelau, the Cook Islands, the Ross Dependency of Antarctica, and the waters around Sāmoa and Tonga.
