I also had another idea: The polygons with 5720: Gulf of Mexico and Atlantic Ocean can be used too: replace the existing coastlines (which were all imported too, quality far worse than in the data here). Currently, all landuses next to the ocean would have to be manually merged with the existing natural=coastline ways, at least if an 101% perfect result is wanted. This would take very, very long if done manually. (i tried it)

So, my idea is to convert the ocean polygons to ways, remove all portions which do not share nodes with landuses, add natural=coastline, make sure the way is in the correct direction and overwrite the existing coastline.
