Thanks for the various modifiers. Haven't had a chance to try it yet, 
but it sounds like they should solve most of the problems, except...

The way Adobe Illustrator works is that the same tool is used as per 
JOSM, but to move the object has to be selected first. So an already 
selected item will move but you can't accidentally move it by selecting, 
you have to select first.

I guess that would be very easy to do in JOSM - just a test to see if 
the object is selected before initiating the move (or rotate, for 
consistency perhaps, though the modifier makes that hard to do by 
accident - in Illustrator that's a separate mode).

You can also cancel a move in Illustrator by pressing ESC so long as the 
mouse button is still held down and it will go back to where it started.
