I think it is a very good idea. When I first installed JOSM I was 
frustrated that I couldn't just immediately download an interesting 
area to take a look.  Cutting and pasting slippy map URLs is an 
alternative but took time for me as a new user to work out.

Is there now a Remove Bookmark button? The great thing about defaults 
is that they orient you and you can always get rid of them.

I'll email you a few non-western european city centres in case you 
proceed with this.
