My view is that regardless of whether it is legally and technically
possible you shouldn't. 

Primarily because I don't see the need - it should be trivial to write a
guide to mapping/tagging junctions using only OSM-derived images, and
photographs taken from the ground, but additionally because I think we
should "practice-what-we-preach" and show that it is possible to do the
things we want to do without resorting to non-free sources of data.

When I need a map now, I am making an effort to go to OSM first, even
though I know that it'll be slower, probably harder to find (we
desperately need a better search), potentially missing altogether, and
less useful (as I usually want to know how far somewhere is from where I
am - even if we aren't up to full navigation yet it would be a big plus
to be able to get a map showing "as the crow flies" distances between
two places)
