Not at all irrelevant. The LWG is going to decide whether or not to switch
the license based on this.
Here's what the implementation plan says:
"Five weeks after the start of voluntary agreement, the License Working
Group will meet to assess the total number of voluntary Accepts and the
potential coverage of the OpenStreetMap databaase by ODbL. If large, the
mandatory phase will begin. If small, the voluntary phase will be extended
for up to 5 weeks"
Shouldn't the OSMF board be the ones to make the decision rather than the
LWG? Perhaps the OSMF could quantify what large means in this context?
Would it be hypocritical if the required majority was less than 2/3, or does
that criteria not really matter in these circumstances?
