the CTs could be seen as "contained data under the ODbL, image copyright

For practical reasons, i.e. the images in our wiki without explicit license
information, that are from the tiles at home project, it seems sensible to
assume their license is cc-by-sa. If someone comes along and claims a
different license, it can be adjusted.
