[Local-chapters] Today's meeting

Hi guys,

I'm confused.

This recent meeting's minutes state:

   - Payment of fees
      - Current community consensus is to go for a
PPP<http://en.wikipedia.org/wiki/Purchasing_power_parity>based system

It's true that the original draft agreement stated before that there is a
plan to have local chapters pay OSM-F membership fees. If this will push
through, PPP was suggested as a way to make this fee not too onerous for
developing countries.

But it seems that during a meeting at SOTM, this draft agreement was said to
be problematic and so Jochen Topf rewrote most of the Local Chapters wiki
page and it appears that the consensus is that money going from the chapters
to OSM-F is not feasible due to legal issues in some countries.

So I think that the "current community consensus" is the one stated in the
"Financial" section of the wiki page:
http://wiki.openstreetmap.org/index.php?title=Foundation/Local_Chapters&oldid=331722#Financial

Is this correct?

Regards,
Eugene
