[Local-chapters] Meeting later today...

Hi all,

In about 1.5 hours from now a new meeting of Local Chapters is planned.

I would like to discuss membership and votingrights today.
The following questions come to mind:
- Are members of a chapter also members of the Foundation?
- If so, how does that work?
         E.g. Do we have a centralized membership system (becoming member of
the Foundation, automaticly makes you member of the local chapter (if
exsist))?

- Does a Chapter has the right of vote in Foundation votes (eg election of
board members, election about licenses, etc)
