[Local-chapters] Rework local chapter agreement

Thank you all, for the feedback.

Some comments about the agreement;

3. Geographic Limits

If a local chapter is consulted by the OSMF to establish another local  
chapter in the same geographic region, under which terms can that be,  
would it be a revocation of the current chapter?

How can local chapters acknowledge thematic chapters, and vise versa?
IMHO, if local chapters acknowledge thematic chapters, the thematic  
chapters can as well give priority to operate together with local  
chapters in a geographic region, unless there is no existing OSM  
community/chapter.
