[Local-chapters] Rework local chapter agreement

Just to dot the i's and cross the t's on this question, I reviewed the 
text and made some comments at 
https://wiki.openstreetmap.org/wiki/Talk:Foundation/Local_Chapters/Agreement#Is_the_agreement_usable_for_themed_chapters.3F

There are two trivial changes to make, slightly extending the preamble, 
for example.  The only slightly tricky one is "3. Geographic Limits"  
which needs one  wording for regional and one wording for themed plus a 
contract preamble explicitly stating what type of chapter.
