[Local-chapters] Rework local chapter agreement

Hello Simon,
the French Local chapter have been financing HOT through some of the
donation that we have. That money is supervised by the donators and the
OSM-FR board.
It is not OSM-FR to intervene outside our borders and any specifics actions
outside the French territory is going to be usually in very specific area
like HOT for example. We helped those projects as it aligned with our
donors' goal and the further goal of promoting and using OSM in different
areas.
We have no intention on taking over the foundation role or HOT but we are
happy to collaborate if we have the necessary funds to help achieve a
particular topic if we have specific money to accomplish those tasks.
