[Local-chapters] Rework local chapter agreement

4.2 refers to 2 wrt usage of "OpenStreetMap", the explicit list in 4.1
is simply there to state what the OSMF considers the IP it controls.

12, true in person will be expensive, I don't have a strong feeling
about that, anybody else?
