[Merkaartor] Release 0.11: Freeze period

fr is mine. 510 untranslated is not quite right ;-) How did you get those
statisitcs?

I lack about 90 because I choose not to translate the tags. As they are sent
in english to the server, and that they will appear in english in the tag
list, it seemed somewhat not right to me to translate them. It could
especially become dangerous if the corresponding non-english tag is actually
created.
But I only make assumptions, here, as I never actually tried.
