That's a JOSM bug if you download the area in multiple requests. save
the download to .osm and reload the file after restarting JOSM.

For these kinds of things it's important you tell us exactly what you
did to get to the data.
bbox request, download incomplete ways, multiple bbox requests...
nad of course which version of JOSM you're using. (topright menu "help"
then "about")
