Yes, OSM can *record* that data, but it cannot *guarantee* that the data is
100% accurate.
And, if things like taxes are going to depend on that, lots of
results-oriented vandalism could appear. It could become very ugly, very
soon.
If OSM can implement the measures to avoid vandalism (i.e. only allow certain
people to edit that data) on data tagged as cadastrial, then it *might* be an
option.
(anyway, just a point of view - other people sure have other views about that)
