As far, as you have some street submitted in region you want to work  
with, you can use method what author of JOSM shows in help viewcast  
http://www.eigenheimstrasse.de/josm/tutorials/ (can't remember exact  
one.. but they all are very helpful)

1. Find street with openstreetmap search
2. When street found click on Map link for this street
3. On browser address bar you get link for this map part
4. Copy this line to  JOSM  Choose an Area dialog  URL line

Push  OK now :)
