Yep, tag them as you normally would, and add the appropriate access
restrictions from
http://wiki.openstreetmap.org/index.php/Map_features#Restrictions

Just click the "Map Key" link on the front page of
http://www.openstreetmap.org - it's the last link in the grey box on
the left.
