Two possibilities I can think of, either you need to change the serial port
number or there is an issue with the functionality/driver of the USB to
serial adapter.
If it's a driver issue try this padge for the 2303 drivers

No, setting it to USB will not work, it definitely needs to be serial, even
with a serial to USB adapter.
