As I understand it:
Only one node at the end of a road (without a loop) should be tagged with highway=turning_circle
This tag usually renders as a circular blob (for want of a better word) on the end of the road. I don't think the tag is intended for applying to lots of nodes around a looped way. No extra tagging beyond highway=residential should be needed in this case, except perhaps for oneway=yes if applicable.
highway=turning_circle is for roads that have a circular open area at the end for turning. (Not a looped end or a mini roundabout)

Hmmm, that's interesting. When I first did this I selected the
nodes with a bounding box but I had actually selected the way.
when I set the way to highway=turning_circle it turned the circular
way into a shaded polygon which I thought was pretty cool as it
seemed to visually represent what I was trying to do.
I have gone back and turned the circular way into a residential,
which removed the shaded polygon and instead set the nodes to
turning_circle which put rectangles around the selected nodes.
I don't know what that means but if this is the correct way to do
it I will continue to do so from now on.
