There are (ideally) as many permutations of access-family tags as there
are meanings for signs indicating route permissions. This is what is
needed in order to describe the permissions along any given route.

To describe the permissions/laws, and get some workable routing, sure.
(You’d also need an “access=no” tag).
But there are other things to take into consideration. Some people call
it “loose description of physical structure”, others call it “relative
importance” and recognize that common relative importance will reflect a
common physical structure.
For paths, there is no physical difference, or difference in importance
between a “bike path” and a “foot path” – it’s only a difference in
permissions. Thus, the same highway tag can be used for each.
