Sounds good to me.

No. If you do that it'll imply there's two fences at that point.
Imagine if the fence way was another road, say a motorway, you wouldn't 
tag the node at the intersection with your street as 'motorway' so 
there's no real need for it in this case.

If the road is continuous in the real world, map it as continuous in OSM
