zip codes are a difficult problem. what came in from TIGER is
a Census Bureau approximation of zip code data and not the
real thing.

the note may or may not be correct. zip codes do not line up
in strict conformance with admin boundaries, and they have been
known to jump county and even state lines.

individual cases are basically research problems.
