If if this activity wasn't covered, taking the services down is not in
any way supported by the mission statement either.

More importantly can the OSMF phase out services that are running on
donated servers and are managed by volunteer administrators from the
OSM community?  Some of them have existed before the OSMF existed, so
it's not up to the OSMF or its board to phase out old or set up new
services related to the OSM project. (though it can set up new ones
like anyone else can)
