It seems that more than about "agency" your example is about incentive
and motivation. You're saying that if there's enough incentive to map
supermarkets then people will cheat.

Certainly a valid point (but then again - an employee caught cheating
might lose their job[*], while an individual mapper caught cheating
might only gets a couple of messages). Interestingly this is an argument
often heard in the context of "gamification" as well - if you make a
game where you get points for mapping supermarkets then the very same
could happen.
