I don't believe there was any "thinking" :-) Likely it was simply a C&P
error that nobody caught way back in 2006. 273 is simply irrelevant,
because as you say it is only relevant for public companies, which the
OSMF is not. And further the explicit reference to 274 is not needed
according to counsel, the description aptly being "needless cruft".
