There is somehow a conflict between our current license, ODbL, and the aim
to be used as widely as possible. Obviously, with no restrictions
whatsoever our data could be more widely used (e.g. PD / cc0). But I do
also believe in the share alike idea and the viral concept, at least in
theory ;-) Maybe we should limit the "as widely as possible" with an
addition like "while remaining free"?

AFAIK the viral license aspect hasn't lead to any practical outcome though.
I have had the impression that people with proprietary data analyze if
there is a way to use OSM data without having to contribute their data
back, and if there is they might use OSM, if there isn't they refrain from
using it. Those that don't fall into this category would very likely donate
their data also if they wouldn't have to.
