The first part is true, the second part might not be. One of the 
unelected uneliminated candidates could have been the next choice for 
many voters, and if needing to elect another board candidate, they would 
have pulled significantly ahead.

You can say that Joseph attracted some 1st round choices, but very few 
in subsequent rounds and his supporters liked Mikel as a second choice, 
and that Wille continually gained votes through multiple rounds.

If someone with experience in STV could point at what types of analysis 
are valid, I might be able to say more, but I wouldn't be able to make a 
claim like so and so was the first runner up based on the data for the 
first 6 rounds.
