Seems fine - since authentification is based on OSM user accounts 
secondary accounts might be a problem so it would be good if voting in 
the final round could be limited to user accounts who have contributed 
at least one non-import changeset between 2015-08-01 and 2016-08-01.  
But that might be too complicated to implement and i am not sure this 
is necessary.
