While you could probably argue that that is OK for "most influential
projects of the past year", that doesn't seem to be appropriate for the
"Ulf Möller Award" which shouldn't simply be a popularity contest (that
will be swamped by HOT in any case). On top of that you are excluding
everybody that made substantial contributions to the OSM ecosystem
before August 2015 which was not the intention when the award was created.
