No group can make an impartial decision, so leaving the choice to the
community isn't much worse than leaving it to the LWG or to the Board.
We are not excluding submissions for Ulf Möller Award that were made to
the memorial@ e-mail provided in the blog post. But generally yes, I'd
keep it to the last year. Because, as I remember, the intention was to
grant the award each year, so it's up to the 2012 board, why that hasn't
happened before.
Also, all the awards ever granted (non-automatically) are popularity
contests. There can be no objective measures for winning, or else we
wouldn't need a vote. For the Ulf Möller Award, I assume a person who
"has made a difference to the OpenStreetMap" would be known by many
community members. We haven't been good in properly thanking people, but
this year I expect this to change through this award.
If you think some person or project could do with more votes, you're
welcome to remind community members of it. Please go and explain on
talk@ and in diaries why your nominees have done a better job in their
categories, as soon as the voting starts in early September. You don't
have to keep your vote anonymous, and nobody is prohibited from
promoting nominees.
