If HOT wants to enforce their rules on their list why don't they open a
list that is not hosted on OSMF hardware? Then HOT can suppress (sorry,
moderate) any unwelcome statements as HOT seems fit. There should be
enough money to run all the HOT lists outside of OSMF control.
