Frankly - yet another promise would be fairly pointless.

But ultimately it is always up to the members to change that - either by 
electing people to the board who then act accordingly or by forcing the 
change from the base against the will of the board (which has been 
tried previously without success but it might succeed the next time...)

Of course the members could also simply in the majority be satisfied 
with the status quo - which would not necessarily mean of course the 
OSM community as a whole is as well.
