No, there aren't any official tutorials/videos. You can find
introductions on the wiki or if you prefer tutorials provided by the
humanitarian community at http://learnosm.org/en/

OSM is not a centralised project and I hope it will never become. It is
not the task of the OSMF to tell mappers what and how to map as long as
the OSMF does not have to fear any legal problems (privacy, copyright
etc.). Instead, the community itself decides how to map.
