The *intended* meaning here is that at least 50% of those who do not
abstain say yes. However, this is something that might need change or at
least clarification, and hence there's a topic called "Quorum on
Circular Resolutions" on the agenda.

Side note, the agenda is unusually long for a regular board meeting and
it is likely that the items will be prioritised, and the meeting
adjourned before everyone is exhausted. So don't expect *every* item on
the agenda to be discussed tomorrow.
