This is not an interpretation i would be able to extract from the cited
section of the rules of order. :-)
Something else to keep in mind: According to the rules of order
circular resolutions are for time-sensitive issues. So it might be a
good idea to simply limit them to things that cannot wait until the
next meeting.

That is pretty obvious.
As probably the non-board member who has listened in on the most board
meetings in the past i can say that if completing the agenda of the
meetings within a reasonable time frame becomes a problem one point
where this could likely be significantly improved is better preparation
of the different agenda items by the respective leads. In the past
this has varied a lot, sometimes the board member in question is well
prepared and able to quickly summarize the state of the matter and the
open questions but sometimes in the past it was not even clear who was
supposed to prepare on a subject.
So prioritizing in the order
* matters up for a formal decision
* matters with solid preparation from the lead board member on the
matter
* other matters of general discussion
would probably be helpful to make best use of limited available time.
