Hi All.

I support the request to form an Oceania LC.

I also support Frederik's proposal for resolving the concerns that 
people are raising with just one new contractual condition.

I do believe that regions with low development, poor internet and low 
OSM activity should be able to form supranational LCs with a view to 
collecting a critical mass for effective organisation, but subject to a 
provision similar to the one Frederick proposes for breaking up the 
supranational LC when conditions in the area improve.

I don't support suggestions that LCs should be culturally homogenous. My 
country has a heap of official languages and contains multiple and 
diverse cultures, but we are used to it and we get stuff done.
