[Osmf-talk] Local Chapters Process (was Czech Local Chapter Application)

Hi Simon,

I forked the conversation to keep the Czech application the main topic in
the other thread.

I recently asked Dorothea to publicly share our internal workflow
documentation:
https://wiki.osmfoundation.org/wiki/Local_Chapters/FAQ#Processing_of_LC_applications

How I'm handling step three right now is asking Dorothea for a full review.
Then I consult the entire Board if we detect potential issues. If these are
deemed sufficiently addressed, the local community and OSMF-talk are
consulted.

Some time back Heather asked LCCWG for help in this process, but I believe
they (or "we", since I'm a member) prefer to get involved BEFORE any bylaws
are written, rather than after. So far, there is no official role for LCCWG.

I have been thinking about forming a "Local Chapters committee" (in the
sense of
https://wiki.osmfoundation.org/wiki/Board/Minutes/2020-01#Appointment_of_Board_Committees),
but haven't thought it through yet.
