[Osmf-talk] Local Chapters Process (was Czech Local Chapter Application)

I think the LCCWG needs to be engaged in the process somehow since it
will become the repository of institutional memory (and with luck will
eventually get around to updating the wiki so the procedures for
becoming a local chapter are clearer ;-)

As to what that engagement should look like, I don't have strong
feelings...what does the LCCWG suggest?
