I am putting the following quotes in relation:

Interpretation of this is left to anyone to do for themselves.

The success of which might depend on the choice of membership model
which might be affected by reviews being done way before there is
actually a formal local chapter application.  Hence the two quotes i
cited above definitely deserve to be seen together.
