[Osmf-talk] local Panamanian Chapter

good day to the reader.
I have questions regarding the local chapter YM-UP, that's University of Panama.
After more than a year attempting to get in contact with the authors of clearly organized and very low-quality edits North of Panama City, not considering any of the guidelines for organized edits, I finally opened a communication channel with the current president of the YM-UP chapter, in the person of Maritza Rodriguez.
My understanding is that you from YM require that some OSM member coordinates a local chapter.  Thanks to Maritza I have two names and their positions in the UP (it's two teachers, with several publications on their names), but I am still not aware of their OSM user accounts.  I received a formally friendly WhatsApp message from one of them, and no further reply to my writing.
This YM-UP chapter seems to be used as a teaching opportunity inside that university's course, it has very little to do with the statements as of your web site front page. 
Who's in state to comment on this situation?
