I would cautiously concur.

In my opinion it is mainly a question of responsibility.

If I ask the individual mapper why they mapped a certain thing in a 
certain way and their response is "why, Mateusz said so" then it is 
likely an organised activity because the mapper lacks the knowledge to 
take responsibilty.
