[Osmf-talk] Updated membership prerequisites plan

Thar doesn't sound quite right, the current situation is
- unchanged since the time associate membership was introduced (2013),
pay £15 and become either a regular or an associate member, no other
requirements
- alternatively since a couple of years with a couple of different
requirements, become a member through the membership fee waiver scheme
The board is now implementing restrictions of the former, not loosening
the requirements for the later.
This goes back to the 2020 AGM and the vote on
