The suggestion was to embodied this in the board rules of order, so 
something that can be put in place and changed by the board. Essentially 
it just documents best practice that the board has agreed to abide by.

That is the main point, while you might get a few takers if you tell 
them you are guaranteed not to be elected, this is not what we want and 
it is unfair to talk people into standing and going through all the 
motions when you know that there is no chance for success.
