Comment:

 An example that the given urls really work is:
 http://www.wien.gv.at/wmts/fmzk/pastell/google3857/18/90897/142994.jpeg
 which shows part of the Stephansdom in Vienna. This is shown if the url is
 used in a browser, but does not show using the specifications given in the
 original ticket above in Potlatch2.
