[openstreetmap-website] Editing Notes & Related Issues (#241)

I received email notice that a comment was made on my note. Email included link to this page: http://www.openstreetmap.org/browse/note/139. The email notice did not tell me the note had been resolved.

It actually is not resolved, and I want to reopen it. I clicked the edit link: http://www.openstreetmap.org/edit?note=139 But it does not open the note for editing. Viewing the note directly does not allow me to reopen it either.

So a few issues
* include resolution notice in email notification
* email link does not work
* no way to reopen note
